Digest Extract: Following a work stoppage by Pikitup employees on Monday 28 March 2011, the company would like acknowledge that there has been a disruption of services affecting most areas of the City of Johannesburg. We would like to advise residents whose refuse collection is scheduled for Mondays and Tuesdays each week, and which has currently not been picked up, to hold back their bins until next week where all excess waste will be removed...

I noticed that the Pikitup Staff managed to get out and clear the rubbish on the Public Holiday on Monday, the 21st March - presumably on Overtime Pay - but they are on strike AGAIN, on a normal clearance day !?

WHAT are they striking about THIS Time ???

Talk about "Service Delivery" : Like the extinct Quagga, Service Delivery no longer exists in South Africa !

Our usual refuse collection day is Monday. Last monday nothing was collected in our area as a result of this issue I assume.

My concern is that no refuse was collected yesterday either? Is there another issue? When can I expect our areas two weeks worth of refuse to be collected or should we start removing it ourselves and expect a discount on our rates bills?

I see posters everywhere saying that the DA delivers to all, funny how they're not delivering just before elections.

Not that I'm, like, defending them or anything - it's just that's it's more than municipal problem. The workers, bless 'em, have gone on strike (or on go-slow I believe, to be more precise) and Pikitup's management are still negotiating with them. That's the last I heard, anyway.

Can we withhold our monthly payments to Pikitup? I'm not receiving a service, so I'm really loath to pay for it.

PIKITUP COMMITTED TO RESOLVING LABOUR DISPUTES


Pikitup management met with organised labour this afternoon to deal with internal industrial relations issues. However, despite several attempts to find an amicable solution to the issues, certain matters remain unresolved.

Pikitup would like to confirm the following:

- There has been a go slow at certain depots.
- The Company has been served with a notice of strike.

Pikitup is doing everything in its power to avert the possibility of a strike through continued negotiations.

Pikitup regrets the position of the SA Municipal Workers (SAMWU) and sincerely hope that it will still reconsider its position. The primary mandate of a Municipal-owned entity is to deliver quality services on a continued and uninterrupted basis to residents. Unfortunately, because of the go slow refuse collection has been disrupted in some part of the City.

Pikitup continues to leave its door open for further talks and call on the union representatives to continue their engagement so that amicable solutions can be found.

We sincerely apologise to affected residents and businesses who have been inconvenienced by the non-collection of refuse.

Pikitup urges residents and businesses to be patient. An update will be given in this regard once details become available.

Pikitup’s garden sites will be open, only for garden waste and not for general domestic refuse. The four landfill sites are also open and general waste can be delivered directly, by those who have the capacity, to the following sites: Goudkoppies -- Houthammer Road, Devland; Marie Louise -- Dobsonville Road, Roodepoort; Robinson Deep -- Turffontein Road, Turffontein and Ennerdale -- Old Lawley Road, Lawley.

The point is the DA are not in power in the city of Johannesburg and do not, therefore, govern the city of Johannesburg. While the DA councillors intervene on behalf of voters and work hard to hold things together, the city of Johannesburg is ANC-led and ANC governed, and the Pikitup scenario is just one of the many failings of ANC rule. Although many of the wards in Joburg have DA councillors, they report to an ANC committee. It is the ANC committee that allocates budgets, prioritises projects and misrules the city.

Where the DA governs, it governs far better than where the ANC governs. Where the DA governs, it delivers, and it delivers for all the people in its areas of jurisdiction.

As a result of ANC governance, the city of Johannesburg is in debt by R15-billion. Johannesburg cannot financially afford another years of ANC rule.

PIKITUP ACTS TO RESOLVE DISPUTE AND RESUME SERVICES


The management of Pikitup presented on Wednesday, 6 April a firm proposal to SAMWU on how the current strike action can be resolved. The primary objective of Pikitup is to ensure the earliest possible resumption of refuse removal services in the interest of Johannesburg residents and businesses.

SAMWU has indicated that it will take the proposal presented to it by Pikitup back to its membership today (7 April) to receive a mandate.

While the industrial action is continuing Pikitup management is doing everything possible to resolve the issues.

To ease the pressure on residents in areas where refuse have not been collected it should be noted that four landfill sites are open and accepting domestic refuse:

- Goudkoppies – Houthammer Road, Devland
- Marie Louise – Dobsonville Road, Roodepoort
- Robinson Deep – Turffontein Road, Turffontein
- Ennerdale – Old Lawley Road, Lawley

As a final resort, residents may also be able to deposit their refuse at the 42 garden sites located around the city.

Terry makes a very good point.

Now seeing as Pikitup is a registered (PTY) Ltd company, albeit with The City of Johannesburg being the sole shareholder, does this entity not fall within the ambits of the Consumer Protection Act (CPA)?? Are there any savvy attorneys out there who would be prepared to start a class action lawsuit against Pikitup (Pty) Ltd on behalf of the ratepayers of Johannesburg for breach of ‘contractual’ conditions under the CPA??

Surely, the fixed charge per household cannot be levied any longer without a concomitant delivery of an appropriate service??

And if Pikitup is not paying its ‘workers’ for the duration of the strike, it is inconceivable that the company should benefit from the full charge levied against the ratepayer.

It is time to mobilise ourselves and stop being ‘victims’!

Anyone game??

Digest Extract: My suggestion is not to keep your refuse inside as per the request. Forgive my sceptism but in my opinion the only reason they have asked us to do so is to hopefully downplay the impact of seeing refuse everywhere waiting for collection so close to an election...

The probably feel that this may adversely impact the publics perception of the service delivery, or lack thereof, being delivered by the current municipality especially so close to the election on May 18th. I will be leaving mine out in the street as a grim reminder of how the current municaplity is performing and will have it in mind when I cast my vote on May 18th.

A Letter to all Residents in the City of Johannesburg

While we all sit and fume at the situation which we find ourselves in, with some Residents not having their Refuse collected for two weeks or more, due to Pikitup’s disastrous management.

Perhaps now is the time for us to start our own Recycling to prevent the huge stench if we continue to combine all our Waste. ( I do acknowledge there are many Residents who do this already and say thank you to you).

Ways of separating your waste:

Paper and cardboard: Mondi has a website where you can check what day they collect in your suburb (or you can take it to the nearest Garden site)
Plastic bottles and containers (please rinse if possible)
Bottles an glass (please rinse if possible)
Other waste such as “left overs”, peelings etc. all in a separate bag.
